The original price tag was estimated such a long time ago, before the final site/partnership was decided and was surely a high level estimate so is this really a surprise? $160 million seems about right based on other similar sized projects, though it would be nice if project champions wouldn’t minimize cost estimates to get them through the approval process. It appears the provincial government at least is willing to discuss how to share the additional cost.
