While not binding, council going against the committee could raise legal challenges. Respecting it means changes to the site plan once again. Delays and obstacles are the enemies of this project and the opposition knows it.
Opponents are also making noise about council’s ability to approve the project Nov. 19 though money was committed to the project in a previous vote.
