The rules changes approved by the CFL Board of Governors for 2023 (with commentary):

  • Score a rouge (single) on kickoffs that reach the deadline without being touched. (Minor change, but will increase the number of singles scored on kickoffs.)
  • Provide option to score a safety when a holding infraction is called in the goal area while the ball is held in the goal area. (Not clear if this is for offensive plays only, but I believe it must be universal.)
  • Restriction of defensive formations on special teams kicking scrimmages. (A player safety change.)
  • Penalty for avoidable contact with an official. (No brainer. Incentive to clean up the sidelines.)
  • Move the drive start position up 5 yards in three scenarios. (Housekeeping.)
  • Only one of jersey numbers 0 and 00 can be dressed for a game. Jersey number 00 is no longer a valid number. (Technology is broken, let’s change the eligible numbers.)
