I would guess this isn’t a blatant disregard, thumbing-nose-at-rules circumstance, but rather a too comfortable, forgot the rules situation. Seems a gap on the team that players were not asked to vet all excursions with a team rep with daily or weekly reminders of their duty to do so before any public activities (except list of acceptable day-to-day activities). Is this was in place, and no one stopped it, then more than the players became comfortable and forgot the rules.
Update: Pinball says knowledge went all the way to the top (him) and it was MLSE/the Argos that invited McLeod and his teammates to the game in order to promote the Eastern Final.
