As announced live to a national TV audience, construction is to start in 2013 with the 33,000 seat stadium opening in 2017. The funding gap is to be filled by a $100 million loan from the province to be repaid over 30 years from a $12 ticket surcharge on all events at the stadium.
A sweet deal for the Roughriders, who do not contribute anything except arranging naming rights and passing on ticket surcharges to their patrons. (As community owned, you may argue that is the only way they can contribute).
