Two areas of recommendation: video review and player safety relating to helmets coming off during play.

  • all scoring plays would be reviewed by the command centre.
  • if the ball carrier’s helmet comes off during play, the play shall be blown dead immediately.
  • if a non-ball carrier’s helmet comes off during play, they player shall no longer participate in the play or else be penalized 10 yards for illegal participation.
  • if a player hits an opposing player who’s helmet has come off and isn’t participating, he shall be penalized 15 yards for unnecessary roughness.

Very likely the rules will be approved by the board of governors after their exact wording is worked out. I’m not a fan of reviewing all scoring plays. Reviewing hundred’s of plays to catch the one error they state will make it worth it seems like overkill. Another step towards a lumbering game where more time is spent waiting around than watching game action.
