2021 CFL RULE CHANGES

Long Snapper

Make it illegal to line up directly over the long snapper.

Rule 5.4.3 (page 42) – Defensive Line Up Restrictions

Make it illegal to deliver an unnecessary blow to the long snapper while they are in a vulnerable position and unable to protect them self.

Rule 7.2.4(h) (page 54) – Unnecessary Roughness

Clipping

Make clipping illegal anywhere on the field by removing the exception that made it legal when it took place in the close line play area (tackle box).

Rule 7.2.6 (page 55) – Clipping

Pyramiding

Add making it illegal to use another player’s body to jump over the line in an attempt to block a field goal or convert.

Rule 5.4.5 (page 42) – Pyramiding

Illegal Participation

Give the defense an option to make the pass incomplete when a receiver steps out of bounds and then returns to touch or catch a pass.

Rule 1.9.8 (page 19) – Illegal Participation

Eligible Receivers in Ineligible Positions on Special Teams

Reduce and simplify the requirements for an eligible receiver to play an interior line position on punts and field goals.

Designated Quarterback

Reduce the number of Designated Quarterbacks from three to two per game.
