2010 Rule Change Recommendations

Key recommendations from the Rules Committee to the Board of Governors for approval:
- requiring two-point convert attempts on all touchdowns scored in overtime.
- moving the scrimmage line for overtime to the opposition's 40-yard line (not mentioned in CFL.ca article).
- reverting back after a 1-year experiment to the receiver's option to scrimmage from the 35-yard line or accept a kickoff after field goals.
Disappointingly, there was no change to the overtime format for playoff and Grey Cup games.
